Allow Excluding Fixed/Event-Based Rewards from Refund Deduction Logic

Currently, when the “Deduct Points/Credits When Issuing A Refund” setting is enabled, fixed event-based rewards (such as First Purchase Rewards) are also deducted during partial refunds. This creates unexpected behavior because these rewards are not earned proportionally based on order value.
For example:
Customer earns:
Proportional purchase points based on spend
Fixed store credits from a First Purchase Reward
A partial refund is processed
The system correctly deducts proportional purchase points
However, the fixed event-based reward is also fully deducted
This requires merchants to manually re-adjust credits after refunds.
Expected Behavior
Refund deductions should distinguish between:
Proportional/spend-based rewards
Fixed/event-triggered rewards
Merchants should have the ability to:
Exclude fixed rewards from refund deductions
OR
Configure refund deduction behavior separately for each reward type
