Add Advanced Pause Membership Controls with Cycle Limits and Auto Actions

Description:
Merchants need more flexibility and control over how customers can pause their memberships. Currently, merchants can allow customers to pause memberships, but they need additional controls to manage pause eligibility and define what happens after a pause period is completed.
Requested Enhancements:
- Maximum Pause Cycle Limit
Add a setting in Membership Portal settings that allows merchants to define the maximum number of billing cycles a membership can remain paused.
Once the configured pause cycle limit is reached, merchants should have the option to choose the next action:
Automatically resume the membership and move it back to Active status.
Automatically cancel the membership and move it to Cancelled status.
- Minimum Active Cycles Before Pause
Add a setting that allows merchants to define the minimum number of completed billing cycles/renewals required before customers are allowed to pause their membership.
Expected behavior:
Customers should not see or be able to use the pause option until they complete the configured number of active cycles.
If a membership is resumed after being paused, the same minimum active cycle restriction should apply again before the customer can pause it in the future.
Use Case:
The need is for merchants to have pause flexibility while preventing immediate pauses after signup and ensuring memberships do not remain paused indefinitely by their customers.
Expected Outcome:
These controls will allow merchants to better manage membership retention by controlling:
When customers become eligible to pause their membership.
How long a membership can stay paused.
What happens automatically after the pause limit is reached.
This will provide more flexibility for different membership models and improve merchant control over customer subscription lifecycle management.
